Admission of Student to Public Schools
Admission of Student to Public Schools
No student will be admitted for the first time to any public school in any school division in this Commonwealth unless the person enrolling the student will present, upon admission, a certified copy of the student's birth record. The principal or his/her designee will record the official state birth number from the student's birth record into the student's permanent school record. If a certified copy of the student's birth record cannot be obtained, the person so enrolling the student will submit an affidavit setting forth the student's age and explaining the inability to present a certified copy of the birth record. If the school division cannot ascertain a child's age because of the lack of a birth certificate, the child will nonetheless be admitted into the public schools if the person submitting the affidavit is acceptable to the division superintendent as being able to estimate with reasonable certainty the age of such child.

Every effort will be made to obtain such records or information in a prompt manner.
Students transferring from non-public schools may be tested to determine their grade placement. Students may be tested if there is reason to doubt the correct grade placement or the student's ability to succeed at that grade level.
Any student seeking admission to a Virginia school for the first time must meet state requirements for immunization before being admitted. Students seeking admission to a public kindergarten or elementary school also must have a physical examination (form MCH-213B or its equivalent) on file at the school unless a conditional enrollment is granted according to regulations. Parents or guardians must return, within 15 days of admission, a health information form to the school.
Students seeking admission must meet residency requirements in these policies or apply for admission as a non-resident tuition student. Proof of residency and legal custody shall be required.
Students must provide a social security number, unless the student is ineligible to receive a social security number.
Foreign students in an F-1 immigration status or who obtain F-1 student visas shall not be admitted in the division’s elementary schools or publicly funded adult education programs. Such students may be admitted, up to twelve months, in the division’s secondary schools only if they pre-pay the full, unsubsidized per capita cost of the education.

Prior to admission to any public school of the Commonwealth, a school board shall require the parent, guardian, or other person having control or charge of a child of school age to provide, upon registration, a sworn statement or affirmation indicating whether the student has been expelled from school attendance at a private school or in a public school division of the Commonwealth or in another state for an offense in violation of school board policies relating to weapons, alcohol or drugs, or for willful infliction of injury to another person. Any person making a materially false statement or affirmation shall be guilty upon conviction of a Class 3 misdemeanor. The registration document shall be maintained as a part of the student’s scholastic record.

Admission of Non-Resident Students
The Principal And Director Of Student Services Will Consider The Admission Of Non-Resident Students, As Space Permits, On A Tuition Basis. All Tuition Fees Must Be Paid One Semester In Advance.
Admission Consideration Will Be Given Under The Following Stipulations:
A. A student may be admitted when the pupil-teacher ratio and/or class size does not exceed local standards as follows:
(1) 18 to 1 in grades K - 3,
(2) 20 to 1 in grades 4 - 5,
(3) 22 to 1 in grades 6 - 8, and
(4) 25 to 1 in grades 9 -12.
B. Foreign students in an F-1 immigration status or who obtain the F-1 student visa shall not be admitted in the division’s elementary schools or publicly funded adult education programs. Such students may be admitted, for up to twelve months, in the division’s secondary schools only if they pre-pay the full, unsubsidized per capita cost of education.
C. Tuition of an amount established by the School Board will have been paid; there will be no tuition refunds after a student has been admitted and enrolled. Students admitted during the semester will have the tuition calculated on a prorated basis for that semester.
D. Students enrolled during a school year will be given priority at the beginning of the next succeeding semester.
E. Students who start the semester on a resident basis and later become classified as non-resident because of change of address will be responsible for the payment of tuition on a per diem basis.
F. Enrollment will be for one semester, renewable under the above conditions at the beginning of the next semester.
G. Students enrolled during the school year may be referred for a special education evaluation to determine if they exhibit an educational disability.
H. A non-resident, regular education student, identified as having a disability, will be admitted into a special education class only when the admission of the student will not interfere with the placement of Gloucester County students. The Director of Student Services and the Director of Special Education will consider each request for such placement on a case-by-case basis. Additional tuition may be charged for special education services provided to a non-resident student. The amount of tuition for these services will be determined by the Director of Special Education and the Director of Budget and Finance based on actual costs to the school division.
I. Transportation shall not be furnished to non-resident students except in those cases where:
(1) agreements between divisions specify transportation services; or
(2) federal or state legislation mandates the provision of transportation services; or
(3) transportation services can be provided at no cost to the division.

The School Board reserves the right to review and to refuse, for any reason, admission of any student on a tuition basis. Admission approval may be received at any time during the school year by the School Board. The School Board has sole discretion in the matter of admission. The decision of the School Board will be final.

Religious Exemption
Religious Exemption
The School Board Shall Excuse From Attendance At School Any Pupil Who, Together With His Parents, By Reason Of Bona Fide Religious Training Or Belief, Is Conscientiously Opposed To Attendance At School. All Requests For Religious Exemption Shall Be Forwarded To The Director Of Student Services Who Will Prepare The Proper Documents For School Board Approval.

Release from Compulsory Attendance
Release from Compulsory Attendance
In accordance with the Code of Virginia, the following steps must be taken in order for a petition to come before the School Board for granting a release to a student below the compulsory attendance age of eighteen (18):
The parent or guardian must write a letter to the principal requesting the release. The letter must state why a release is desired and the future plans for the student.
The principal, in cooperation with the appropriate school personnel (i.e., child study team) and the Director of Special Education (when appropriate), will document on the Release From Compulsory Attendance form that educational alternatives have been attempted by the school. The principal and a member of the guidance department will have at least one conference with the parent or guardian and the student at which time the information contained in the Release From Compulsory Attendance form will be reviewed and all appropriate signatures attained.
If all alternatives prove unsuccessful, the principal may consent to the parent's request for the student to be released from compulsory attendance. The principal must submit the following to the Director of Student Support Services: letter to the principal from the parent, letter to the Superintendent from the principal, and the Release From Compulsory Attendance Form.
The Director of Student Services will review the above materials and make a recommendation to the Superintendent to release the student from compulsory attendance or refer the case for further work with school or related county agencies to assist the student and family.
If the case is recommended to the Superintendent, the Superintendent will make a recommendation to the School Board to release the student from compulsory attendance or refer the case back to the Director of Student Services for further review.

Students may apply for a semester waiver of the 2.0 requirement one time during the middle school period and one time during the high school eligibility. Such waivers will be granted only for extenuating circumstances or hardship incidents as determined by the Gloucester County School Board. An appeals committee of not less than three (3) members shall be established by the School Board to hear requests for exemptions and waivers and render decisions thereon.

Visiting Teachers
The Visiting Teacher Department provides a wide range of services related to assisting students who have social or emotional problems which affect school performance. The Visiting Teachers interface with students, parents, school personnel and with representatives of community agencies. The services provided are based upon the understanding of human behavior, skills in interviewing, problem identification, and the ability to use community resources.
The primary duties of the Visiting Teacher are:
To provide social work services and sociocultural assessments as mandated by Public Law 94-142. This involves researching the educational experience of the student, interviewing the family to interpret the family and community conditions, and the implications for educational programming.
To process and follow-up on all referrals received for absenteeism and to obtain warrants to represent the school division in court in situations requiring the most extensive intervention.
To devise, with the advice of the student’s regular teacher or teachers, an instructional program for each assigned student recommended for homebound instruction.
To collaborate with administrators, teachers, and other school personnel in matters relating to the social, emotional, and environmental well being of students.
To serve as a liaison between home, school, and community to provide school personnel with information about the impact of home and community factors on a student’s progress in school.
To assist families in using available community resources such as health and mental health services, social services, court services and other agency services as may be required.

To serve as a liaison between home, school, and community to provide school personnel with information about the impact of home and community factors on a student’s progress in school.
To assist families in using available community resources such as health and mental health services, social services, court services and other agency services as may be required.
