   Gloucester County Public Schools offers two types of Early Childhood Education Programs
        Early Childhood Special Education (ECSE) provides Educational Services for children ages two to five with Developmental Delays identified through the Special Education Eligibility Process.

  • What is VPI?
            This preschool program is designed to serve at-risk students who have reached their fourth birthday on or before September 30th and are not served by the Gloucester Head Start program.
          The Virginia Foundation Blocks for Early Learning; Assessment, Evaluation, and Programming System for Infants and Children (AEPS); and the Phonological Awareness Literacy Screening (PALS) program are instruments used to engage students in literacy and mathematics.
          Additionally, students are involved in all of the school wide activities including resource classes as appropriate.

          The VPI classroom teacher is a highly qualified teacher licensed by the Virginia Department of Education.

  • How are children selected?
    An informational brochure and application are available from each participating school. Please contact the school directly for more information.

  • What is the cost?
    There is no cost for students and families participating in the Virginia Preschool Initiative (VPI) programs.
  • What are the program hours?
    The VPI classrooms use the same school day hours and calendar as the school in which they are located.
  • Is Transportation Provided?
    Transportation is provided to students attending within their assigned school zone.
    For example, a student living in the Bethel attendance zone and accepted to the Bethel VPI program will have access to transportation provided by GCPS, if the pick-up and drop-off locations are also within the Bethel attendance zone.

            Gloucester County Public Schools’ early childhood special education preschool programs provide educational services for children ages two to five with developmental delays identified through the Special Education eligibility process.  
  • Program Highlights
    • Services are provided in an elementary school program or in the child’s home depending on the child’s individual needs
    • This program includes typically developing students of the same age through the Integrated Preschool Outreach Program (IPOP)
    • Small group and individualized instruction is provided in the classroom
    • A consistent daily routine is followed in the classroom  
    • Parent training and activities are offered to emphasize that parents are the child’s first and most important teacher
